Tom Wright Of Atkins designed this building. In 1994 its construction began. It’s just like built as the sail of dhow which is the type of the Arabian Vessel and its construction was completed in 1999. The architect tom said that the client wanted the symbolic building in Dubai which looks similar to the Opera House in Sydney with Big Ben or with the Eiffel tower. It becomes equivalent with the name of the country. This hotel was built by the South African contractor Murray and Roberts. It was opened in December 1999. There was also a controversy that its structure looks like a large Christian Cross.

It contains 28 double storey floors and contains over 200 bedroom suits. One suit which is smallest occupies an area of 1,821 sq ft and the largest suit cover 8,399 sq ft.
